OCTA Performance-Based Strategic Plan, Orange County, California
In 2010 the Orange County Transportation Authority (OCTA) took swift action to bring staffing and service levels in line with shrinking resources. At the same time, OCTA recognized the need to develop a Strategic Plan that could guide board and staff decisions and actions heading into 2011 and beyond. This was especially critical in light of pending delivery of over $14 billion in transportation improvements over the next 30 years. With MIG's assistance, OCTA created a performance-based plan. Developed in consultation with OCTA's 1500 employees, board and stakeholders, the plan features measurable strategies and a performance "dashboard" to support quarterly reporting to OCTA's board, public and voters.
