Storm Drain User Fee Public Education and Motivation Program

The City of Rancho Palos Verdes passed the first storm drain user fee in California. MIG conducted stakeholder interviews that led to a complete redesign of the assessment structure, changing from benefit zones to a citywide assessment. A property owner telephone poll helped identify the fee threshold that voters might support, as well as salient key messages. A mailback tracking poll then determined the exact fee property owners would be willing to support. MIG developed the education strategy, all educational materials, and provided media relations.
