Restoring Confidence Downtown: Tools for Prioritization and Partnerships

Downtown Minneapolis is at a pivotal moment. The district is grappling with persistent retail vacancies, shifts in office demand, public safety concerns, and an overbuilt retail environment shaped by outdated shopping patterns. At the same time, Downtown remains one of the region’s most important economic engines and cultural centers, anchored by nationally significant theater and entertainment districts, major sports venues, the Convention Center, local universities, and recent investments in the public realm.

To address these challenges while leveraging assets and strengthening surrounding neighborhoods, MIG approached the work at two complementary scales: the Downtown core and neighborhood retail nodes. At the core scale, a central concern was addressing large, highly visible vacancies or “missing teeth” in the urban fabric—particularly along Nicollet Avenue—that undermine confidence in Downtown’s recovery. The Downtown Retail Strategy reframes three signature corridors as a unified Central Social District: Nicollet Avenue (the traditional CBD), First Avenue (the entertainment district), and Hennepin Avenue (the theater district). This concept emphasizes stronger physical and programmatic connections, coordinated branding and events, and enhanced placemaking to position Downtown as a multi-visit destination rather than a collection of isolated attractions. At the neighborhood scale, MIG identified quick-win opportunities and key vacancies with the potential to function as catalytic neighborhood hubs—spaces that could anchor local retail activity, support nearby residents, and strengthen everyday vibrancy.

Across all nodes, MIG conducted a targeted market and conditions analysis examining housing patterns, demographics, student populations, major employers, visitor destinations, and community-serving retail needs. Recommendations respond to diverse Downtown conditions, event-driven activity patterns, and the realities of limited budget and Minneapolis Downtown Council’s capacity to deliver quick and visible wins with a strong emphasis on small business support.

Grounded in direct engagement with local and BIPOC-owned businesses, the Downtown Retail Strategy provides actionable guidance to build partnerships, improve safety and perceptions, attract private investment, and address long-term structural challenges, such as large-format retail vacancies and evolving retail models. The result will be a stronger Downtown Minneapolis as both a thriving neighborhood and a regional destination.
