




Tranquillity Park Activation Plan
Inspired by the 1969 moon landing, with its lunar-like surface and rocket-modeled fountains, Tranquillity Park is indeed a serene, relaxing oasis in Downtown Houston, TX.
Situated next to City Hall, although the park holds historic value, it has long been underutilized as a daily destination and civic anchor. With the upcoming FIFA World Cup and the Mayor’s push to elevate civic green space, MIG partnered with Downtown Houston+ to lead the Tranquillity Park Activation Plan, a fast-paced effort to identify strategies to enhance the park’s visibility, safety, and experience. Completed over seven weeks, the Plan’s process included a site analysis, targeted stakeholder interviews, and a collaborative design charrette with local partners and leadership.
The team developed and tested multiple activation concepts, landing on a vision that balances near-term improvements with a longer-term framework for transformation. Recommendations were organized into five categories:
- Clean and safe operations
- Circulation and access
- Lighting
- Landscaping and site amenities
- Programming
The final deliverable, a visually compelling and implementation-oriented Concept Book, provides a clear roadmap for repositioning Tranquillity Park as a vibrant, welcoming, and flexible civic space.
Together, the proposed physical enhancements along with operational and activation strategies create powerful impact to strengthen connections to downtown, enhance comfort and legibility day and night, and establish the foundations for daily use, cultural programming, and high-profile events for years to come.
